Abstract
The Chinese Room Argument, proposed by philosopher John Searle in 1980, remains one of the most provocative and enduring challenges to the notion of strong artificial intelligence (AI) the idea that machines can possess genuine understanding and consciousness. In this chapter, we dissect the core logic of the Chinese Room thought experiment, which illustrates how a system can manipulate symbols (syntax) without any grasp of their meaning (semantics), thereby lacking true understanding or consciousness. By placing a human operator in a room using rulebooks to respond in Chinese without understanding the language, Searle argues that computation alone is insufficient for mental states or qualia. This chapter further explores the responses and critiques that have shaped the discourse around Searle's claim. From the Systems Reply and Robot Reply to more contemporary counterarguments rooted in functionalism, integrated information theory, and embodied cognition; we present a balanced examination of the philosophical, cognitive, and computational perspectives.
