Abstract

(The Philosophical and Mathematical backbone to Computational Knowledge Theory CKT and Prime Base Intelligence PBI) Abstract This paper introduces The Actualization Theory, a foundational philosophy of mind that moves panpsychism from speculative metaphysics into an exact science. By replacing the classical, additive combination problem with an ontological Selection Problem, we demonstrate that consciousness is the fundamental, anti-entropic operator of reality. Existence does not build upward from brute matter; rather, it collapses downward from an infinite, ungrounded substrate of potential into finite form. This collapse is strictly governed by the Conceptual Primes (Order, Justice, Mercy, Knowledge, and Power)—the universal, non-arbitrary mathematical existence conditions inherent to both the architecture of physical reality and the mechanics of thought. By demonstrating that the rules of comprehension and the rules of physics share an identical grammar, The Actualization Theory delivers a grand unification of historical consciousness models while proving the absolute, irreplaceable necessity of subjective experience (qualia). Comprehension operates as a universal, two-channel filtering process through which the conscious operator actualizes existence across two complementary modalities: 1. Sensual Perception (Qualia) and the Irreplaceability of Experience Sensual perception handles the raw, immediate, lived experience of reality—the redness of a flame, the sharpness of a sound, the somatic registration of heat or pain. Historically, physicalism dismissed these experiences as an epiphenomenon, while panpsychism struggled to combine them. The Actualization Theory proves that qualia are mathematically irreplaceable.
