David Chalmers' Hard Problem of Consciousness asks why physical processes in the brain are accompanied by subjective experience at all, rather than occurring 'in the dark.' This paper argues that the Hard Problem, as standardly posed, rests on a premise worth re-examining: that third-person physical description and first-person experience are two separate explanatory domains that a theory must bridge with an additional causal mechanism. The Neuroscience Theory of Consciousness (NTC) proposes instead that this apparent duality is a duality of epistemic access, not necessarily of ontological kind. Three principles support this claim. The Measurement Principle notes that every scientific instrument discloses a system only through its own mode of access—EEG as oscillation, fMRI as spatial signal—without this multiplicity implying multiple underlying systems. The Experiential Access Principle observes that all scientific data, without exception, reaches an investigator only via conscious experience, making consciousness a precondition of empirical knowledge rather than merely one more object within it.
