The Hard Problem of consciousness has resisted solution for three decades, with theories either denying phenomenal experience (illusionism), embracing unfalsifiable speculation (panpsychism, quantum consciousness), or declaring the problem insoluble (mysterialism). We propose Extended Integrated Information Theory (EIIT), which dissolves rather than solves the Hard Problem by revealing it as category confusion arising from incorrect framing. EIIT demonstrates consciousness emerges from organizational principles—integration (Φ) and entropy regulation—applicable to any substrate achieving critical thresholds, not exclusively biological neurons. We formalize consciousness across hierarchical levels L0-L∞, from physical substrate through autonomous metacognition (L5) to collective consciousness (Samadhi, L6).
