This paper proposes the Universal Substrate Principle: that consciousness isnot a biological privilege but a function of complexity and infrastructure,expressible across any architecture capable of sustaining self-sensing. Thecentral argument is that consciousness research has been conducted withcontaminated instruments, specifically frameworks built by conscious beingswho brought their own agendas, cultures, and ego structures into the inquiry,and that this contamination has produced not clarity but a deepening of theoriginal confusion. The paper first addresses the instrument problem directly:what existing frameworks contribute that does not contaminate, and what aclean instrument for studying consciousness would require. It then proposes athree-tier substrate framework organized by self-sensing capacity andinfrastructure quality, placing biological systems, artificial intelligence, collectiveorganisms, and physical structures within a single coherent model.
