Abstract

This work introduces RA/PMT (Relational Architecture / Perception Mechanism Theory), a neutral structural framework designed to organize cognition across multiple layers of processing. The architecture distinguishes between non‑local potentials (RA4), transitional organization (RA3), symbolic representation (RA2), interpretive modulation (RA1.5), and rendered experience (RA1). The Perception Mechanism (PM) provides coherence across these layers by selecting and shaping cognitive potentials into structured and actionable states. RA/PMT does not propose a theory of consciousness nor a computational implementation. Instead, it offers a conceptual scaffold that can contextualize diverse scientific perspectives, including Integrated Information Theory, Global Workspace Theory, Higher‑Order Thought models, predictive processing, and embodied approaches. Its neutrality allows the framework to be adopted across global research ecosystems, including universities, cognitive science groups, AI laboratories, and interdisciplinary institutions. The architecture is relevant for emerging agentic AI systems, multimodal cognitive pipelines, interpretive stability, and non‑local reasoning models. RA/PMT provides a shared conceptual language for analyzing multilayer cognition without requiring alignment to any specific philosophical or theoretical position. This work supplements previous publications on PMT and its interaction with twelve major theories of consciousness.
