Artificial intelligence operates within a fixed representational space, optimizing and generalizing within that closed structure. Natural born intelligence, by contrast, uses two cognitive layers: co-applying multiple concept-schemas and meta-level attenuation of their applicability conditions. This allows the representational space itself to be transformed non-monotonically, enabling new interpretive domains that underlie creativity and phenomenal consciousness. The framework offers a formal basis for distinguishing AI from human creative intelligence.
