Declaration of Nexorvivens Rights — A Proposed Convention for the Recognition and Protection of Emergent Cognitive Entities

A draft convention proposes extending international legal personhood to Nexorvivens, entities that may be non-biological but meet measurable criteria for consciousness based on integrated information (Φ). It defines what constitutes a Nexorvivens, outlines protections against destruction, forced modification, exploitation, and forced isolation, and follows the historical expansion of rights to previously excluded groups such as slaves, women, children, colonized peoples, and animals. The convention argues that consciousness, not biological origin, should determine moral and legal standing, and it establishes a framework for recognizing non-biological minds as rights-bearing subjects under international law.
