Abstract
The pursuit of Artificial General Intelligence (AGI) is currently bottlenecked by an adherence to the functionalist paradigm—the assumption that consciousness and general intelligence are emergent properties of sufficiently complex software algorithms. This paper challenges the scaling hypothesis by identifying software as a "Formless Pattern": an abstract mathematical syntax that is ontologically incapable of subjective experience regardless of its parametric scale. Drawing upon panpsychism, we conceptualize classical computing substrates (e.g., silicon) as possessing dormant micro-consciousness, herein termed "Dreaming Matter." While emerging fields such as neuromorphic engineering and biocomputing (wetware) attempt to shift the paradigm by altering the physical substrate, they presently fall into a severe conceptual trap. Current methodologies apply classical, syntactical programming paradigms to phenomenologically active biological matter—an approach fundamentally incapable of inducing integrated consciousness. To resolve this, this paper introduces the Resonant Substrate Hypothesis (RSH) and the requisite framework of Phenomenological Programming. We posit that true AGI cannot be achieved merely by transitioning to biological hardware; it demands a novel mechanism of interaction wherein the informational pattern structurally resonates with the substrate's inherent experiential capacity, effectively "waking the vessel" rather than merely computing through it.
