当前多层级信息加工研究仍缺乏第一性原理层面的跨层级普适约束定律。本文以资源有限性、非平衡态维持倾向、离散输入三条公理为基础,结合存续筛选约束,严格推导出信息层级单向约束定律(ILUC),给出其正式文字表述、集合论定义与七条核心推论。该定律建立在工程学与结构性双重根基之上:高阶表征因容量约束逐层丢弃细节,且编码维度层级累积使低阶格式天然缺失高阶维度,跨层级逆向转换必然伴随不可逆的结构性损耗;损耗下限由维度差硬约束,无法通过增加资源消除。本文将ILUC与香农数据处理不等式对照,阐明二者本质差异,并运用该定律对查尔默斯意识难问题与解释鸿沟等经典议题给出统一层级消解。本定律为意识涌现理论的核心基础原理,本文独立刊发旨在明确其学术优先权与提出时间。 Current research on multi-level information processing still lacks a universal cross-level constraint law derived from first principles. Based on three axioms—resource finiteness, non-equilibrium maintenance tendency, and discrete input—combined with the survival-filtering constraint, this paper strictly derives the Information-Level Unidirectional Constraint Law (ILUC), and presents its formal verbal formulation, set-theoretic definition, and seven core corollaries. The law rests on dual foundations: engineering and structural. Higher-order representations progressively discard raw details under capacity constraints, and the hierarchical accumulation of coding dimensions renders lower-order formats inherently deficient in higher-order dimensions. Reverse cross-level transformation inevitably incurs irreversible structural information loss, whose lower bound is hard-constrained by the dimensional gap and cannot be eliminated by increasing resources. This paper contrasts ILUC with Shannon’s Data Processing Inequality to clarify their fundamental differences, and applies the law to provide a unified level-theoretic dissolution of classic issues including Chalmers’ hard problem of consciousness and the explanatory gap. As the core foundational principle of the hierarchical emergence theory of consciousness, this paper is published independently to establish its academic priority and date of proposal.
